Cost Control
You know why a budget with a cost control set is locked, how you correct or copy it, and what the set takes from the budget.
A cost control set is always made from one budget. It is never made from another set. In the set, you track the costs of the production against that budget. As long as a set made from a budget exists, KOSMA locks that budget.
While a set made from the budget exists, you cannot add, change or delete anything in that budget. KOSMA greys out the controls that change it. When you point at one of them, KOSMA shows the reason:
**Message:** This budget is locked because it is linked to a Cost Control set. To make changes, create a copy.
In the dataset rail, KOSMA marks the budget with . In the **Budgets Manager**, the column **CC** shows the same symbol for the budget. See [manage budgets in a project](/kb/article/manage-budgets-in-a-project). In the Demo Project, the budget Demo Feature is locked because the demo's cost control set is made from it.
If you try to edit the budget or click  in the dataset rail, KOSMA opens **Locked Budget**:
**Message:** This budget is locked because it is linked to the Cost Control set {name} Create a copy to work on a separate budget, or unlock this one for correction, its figures then flow straight into the Cost Control set's Budget column, and the forecast you already entered stays as it is. The unlock lasts until you close this budget or lock it again from the padlock in the dataset rail.
The dialog offers three buttons:
- **Cancel** closes the dialog. The budget stays locked. - **Unlock for Correction** closes the dialog, and you can edit this budget right away. Use it to correct figures in the budget. - **Copy** opens **Copy Budget**. The copy is a separate budget that you can edit. Use it when the budget needs a new structure.
While the unlock lasts, the dataset rail shows  for the budget. Click it to lock the budget again. The unlock applies only in the window in which you clicked **Unlock for Correction**, and to one budget at a time. KOSMA does not save the unlock. For other windows and for your team, the budget stays locked. When you open the budget again, it is locked again.
The unlock removes only the lock of the set. If your licence or the sharing of the budget does not let you edit it, the budget stays read-only.
With every licence that lets you edit budgets, you see this lock and can use **Unlock for Correction** and **Copy**, the Budget licence included. With the Budget licence, you can read the set but not change it. With the Free licence, after a trial has ended, or as a guest who may not edit the budget, the budget is read-only for another reason. When you create a set, KOSMA copies these from the budget once:
- the categories, groups, accounts and subaccounts, with their quantity, unit, price and factor - the markups - the companies, effects and tags of the accounts - the fringes, supplements and extra costs - the timeline - the cash flow and DFFF rules - the attachments and the currencies
What you change in the accounts and figures of the set never changes the budget. To change an account's quantity, unit or price in the set, use the **Recalculation** tab. The change affects **Forecast**, and **Budget** stays as it is. See [recalculate an account](/kb/article/recalculate-an-account).
Some lists belong to the budget and to its sets together: tags, companies, effects, taxes, units, variables, and the definitions of fringes, supplements and extra costs. If one of them is changed in the budget, for example a tax rate, the change also applies to every set made from it. Each set has its own currencies. If you change an exchange rate in a set, only that set changes.
A budget can have several sets, and each of them locks it. In the **Project** menu, **New Cost Control Set** creates a new set from the budget, without cost items and without forecast changes. **Copy Cost Control Set** copies an existing set with its cost items, its forecast changes and its rules, and the copy is made from the same budget. Sets never share cost items: a cost item you book in one set does not appear in another.
