Financing
You can create a financing plan, link it once to a budget or cost control set, and start it from a saved template or from a first country, group and source.
In the **New Financing Plan** dialog, you name a new plan, choose once which budget or cost control set it links to, and choose a template. You need a Production licence or a running trial. With such a licence, you can also create a plan as a guest in a project.
If no budget in the project has a plan yet, click  **New Financing Plan** in the left rail of Financing. If the budget you are working in has no plan but another budget has one, click  beside the plan dropdown in the left rail. Its tooltip reads **New Financing Plan**. At any time, you can also choose **Project** > **New Financing Plan** in the menu, or press ⌘N on a Mac or Ctrl+N on Windows. KOSMA opens **New Financing Plan**. The plan dropdown has no entry for a new plan. You can also open the same dialog from **Financing Plans**: choose **Manage Financing Plans** in the plan dropdown, then click  **Financing Plan**.
When you open Financing while the budget you are working in has no plan, KOSMA opens a dialog by itself. If no budget in the project has a plan yet, it opens **New Financing Plan**. If another budget has a plan, it opens **Financing Plans** and shows this message:
No financing plan available in the active budget. Add a new financing plan, or select a different budget.
KOSMA does this once each time you open Financing. It does not do it in the demo project, or when your licence does not let you create a plan.
Type a name for the plan. KOSMA fills the name field with New Financing Plan and selects the text, so what you type replaces it. While the name field is empty, **Continue** is greyed out. Two plans can have the same name. The comment field is optional.
Under **Link budget and settings values to:**, choose the budget or cost control set the plan takes its budget values and settings from. KOSMA preselects the budget that is open. The list has three sections:

In a plan linked to a budget, KOSMA compares the totals with **Budget**. In a plan linked to a cost control set, KOSMA compares them with **Forecast**. You choose the link only here. No setting on the plan changes it later. To move a plan to another budget, see [relink a plan to another budget](/kb/article/relink-a-plan-to-another-budget).
A budget that was shared with you read-only is in the list, but you cannot choose it. KOSMA shows this hint for it:
Create a copy to link to it.
The next page of the dialog has no button that takes you back to this one. To change the name or the link after you continue, click **Cancel** and open **New Financing Plan** again. Click **Continue**. KOSMA shows **Choose Template**.
Under **Template**, choose **No Template** or one of your saved templates. **No Template** comes first, and your saved templates follow, newest first. KOSMA no longer offers an example template. Click **Ok**. KOSMA creates the plan, stores it with the linked budget and opens it.
With **No Template**, the plan starts with one country, one group and one source: **Country 1**, **New Group** and **New Source**. The source has an amount of 0 in the default currency of the linked budget. The cursor is in the description of **Country 1**, so you can type the country's name. Your licence does not let you create a financing plan. With a Budget or Cost Control licence, the button's tooltip reads:
You don't have editing access to this module with your licence. Upgrade your licence — or ask your team admin, if your licence comes from a team.

**If the project has no budget.** A financing plan links to a budget, so the project needs a budget first. In Financing, the left rail then shows  **Budget** instead of **New Financing Plan**.
